To start things off, I’m going to refer back to one I’ve already published: a way to fine tune Reply To All. To quote myself:

So, here’s my idea. What I’d like is a dialogue (pop-up, new section in the client form, whatever) that translates all of the people who would have been in the RTA email to a list of check boxes, defaulted to none checked. That way I have to go through and consciously choose who I want included on the email. As that can quickly get unwieldy, give me a few quick group selections like “everyone in my own domain” or “everyone in category ‘X’ ” or something like that. Actually, the “everyone in category ‘X’ ” idea would be really spiffy. Then, if I’m dumb enough to commit inflammatory comments in writing, I can at least limit the initial output to my “fine whine vintage” category of trusted friends.
